ls there a wetting agent which can be used for manufacturing both solvent-based and water-based pigment pastes? 

Wetting agents generally lower the quality of a paint film; their content should be kept as low as possible. Whether they are necessary at all in the manufacture of a pigment paste depends on the character of the constituents. The binder should be low viscosity, resistant and compatible. Many manufacturers of pastes use an acrylate or alkyd resin. The choice of pigment is also decisive and requires considerable development work. ln order to dispense as far as possible with wetting agents, the pigment content of the paste should be high.
